2025-2036 Technical Development Plan

Ontario Soccer launched it's 2025 through 2036 Technical Development Plan, a bold, forward-thinking roadmap that will guide soccer development in the province over the next 12 years. This plan aims to modernize infrastructure, elevate standards across all areas of the game, and ensure inclusive, high-quality experiences for everyone involved in soccer in Ontario.

A Long-Term Vision, Grounded in Measurable Action

Spanning three, four-year phases, the plan is designed to be flexible and adaptive, with regular evaluations and measurable targets built into each implementation stage. Its five interconnected technical pillars ensure a holistic, system-wide approach to development:

The Player
  • Launch LTPD 2.0: More players in better environments for longer
  • Diversify programming: Access to soccer in all forms, for everyone, year-round
  • Enhance talent pathways: Ontario players at the highest levels more often
The Coach
  • Establish the Ontario Soccer Institute of Learning (OSIL)
  • Create comprehensive coach education catalogues
  • Build structured peer support networks
The Match Official
  • Restructure the learning and performance pathway
  • Strengthen support systems for referees
  • Foster integration between referees, coaches, and players
The Club
  • Build transformational community hubs
  • Support clubs with leadership development resources
  • Grow accessible and effective programming structures
The Competition
  • Deliver diversified, quality-driven competition formats
  • Provide tools and technology to support administrators
  • Set clear standards for consistency and excellence


A Shared Path Forward

With early implementation already underway through pilot programs and educational workshops, Ontario Soccer will continue engaging the community throughout 2025. Townhall sessions—both in-person and virtual—will be held in collaboration with District Associations to further introduce the plan and provide an opportunity for feedback.
